China treaty a threat to control over natural resources says Mulcair

NDP leader claims resource industry is getting a ?free ride? when it comes to the environmental costs of extraction.

CALGARY?NDP leader Tom Mulcair says a soon-to-be ratified investment treaty between Canada and China has the potential to wrest control of natural resources away from the country?s provinces.

?I think one of the things that we have to know is that this can cause huge upheaval in the province?s ability to control their natural resources and real problems for Canada?s sovereignty long-term,? Mulcair said in an interview.

Mulcair has said previously that a New Democrat government would do anything in its power to extricate Canada from the Foreign Investment Promotion and Protection Agreement if it?s found to not be in the country?s best interest.

?People are starting to realize that this could play havoc with the province?s ability to control their resources going forward.?

Control over resources is a particularly prickly topic in Alberta, where Mulcair was making a stop to support anti-poverty advocate Dan Meades, the party?s candidate for Calgary-Centre in a Nov. 26 byelection.

However, Mulcair reiterated some points that have in the past rubbed many Albertans the wrong way.

He stood by his assertion the Canadian dollar is being driven artificially higher because the resource industry is getting a ?free ride? when it comes to paying the environmental costs of extraction.

He said that, in turn, is hurting the manufacturers in Central Canada that are having a tougher time exporting their goods?a phenomenon known as Dutch disease.

He called the proposed $6-billion Northern Gateway pipeline connecting oilsands crude to the West Coast port of Kitimat, BC, a ?non-starter? on environmental grounds, adding that approving it would be a ?historical mistake.?

And Mulcair again took aim at the Keystone XL project, which if approved would significantly increase the amount of raw oil sands bitumen Canada ships south of the border.

Doing that will sacrifice upgrading and manufacturing jobs, he said, suggesting Canada should instead look to process the crude at home.

The NDP is, however, on record as supporting proposals to ship crude from western Canada to refineries in Ontario and Quebec, since it would allow those facilities to buy cheap Canadian crude rather than pricey international varieties.

?We think rather than going that way, more to the US, we should take care of our own energy security first,? said Mulcair. ?That would be a win-win-win situation. A win for the producing provinces, a win for the companies that have their own ownership of what they?ve bought or leased and a win for the country because we?d be providing greater energy security for the future.?

You know, it?s funny. A lot of people don?t know this, but M. Night made a sequel to The Sixth Sense.

Yes, it was called The Seventh Sense, and it actually went straight to video, but don?t let that fool you ? it?s surprisingly good.

It stars Bruce Willis, back again as the helper/mentor character, and that same little boy, except now the boy?s an aspiring 20-something makeup artist.

In one revealing scene at a dark Nordstrom counter in a locked shopping center after regular store hours, the young man, his face as white as a sheet, turns to Bruce Willis and says, ?I see glittery Chanel quads??

Yeah?it doesn?t really work as well the second time around, but maybe that?s why the movie went straight to video. :)

Movies, movies, everywhere

While Tabs worked on the very successful MAC Catfall campaign last weekend, I watched Daniel Craig in Skyfall (did anyone else feel like they were setting us up for a transition to a new Bond?? I really hope it wasn?t Daniel?s last one).

And at home, I?ve been working my router to the bone, streaming at least one Netflix movie a night for the past week.

I really liked The Rebound, a rom-com starring Catherine Zeta-Jones as a newly single mom who unexpectedly falls in love with a much younger man?

Great character development, and I just thought it was a very sweet story, so a big thumbs up there.

I also enjoyed Timer, another romantic comedy, but this one with a sci-fi twist.

It takes place in an alternate present where dating is made more complicated by a popular service, whereby people pay to have these ?timers? implanted on their wrists that count down, somewhat miraculously, to the moment they happen to meet their soulmate. So you know exactly when you?ll find your true love.

It?s an interesting premise for a movie and pretty well done. The story follows two sisters, both of them with timers. There?s a few holes in the plot ? I mean, consider the premise ? but if you like sci-fi, I think it?s worth a watch.

Jellyfish-inspired device that captures cancer cells from blood samples could enable better patient monitoring

ScienceDaily (Nov. 12, 2012) ? Tumor cells circulating in a patient's bloodstream can yield a great deal of information on how a tumor is responding to treatment and what drugs might be more effective against it. But first, these rare cells have to be captured and isolated from the many other cells found in a blood sample.

Many scientists are now working on microfluidic devices that can isolate circulating tumor cells (CTCs), but most of these have two major limitations: It takes too long to process a sufficient amount of blood, and there is no good way to extract cancer cells for analysis after their capture.

A new device from researchers at MIT and Brigham and Women's Hospital overcomes those obstacles. Inspired by the tentacles of a jellyfish, the team coated a microfluidic channel with long strands of DNA that grab specific proteins found on the surfaces of leukemia cells as they flow by. Using this strategy, the researchers achieved flow rates 10 times higher than existing devices -- fast enough to make the systems practical for clinical use.

Using this technology, described in this week's issue of the Proceedings of the National Academy of Sciences, doctors could monitor cancer patients to determine whether their treatment is working.

"If you had a rapid test that could tell you whether there are more or less of these cells over time, that would help to monitor the progression of therapy and progression of the disease," says Jeff Karp, an associate professor of medicine at Harvard Medical School and co-director of the Center for Regenerative Therapeutics at Brigham and Women's Hospital in Boston.

This type of device could also enable personalized treatments: Once cells are isolated from a patient, doctors could test different drugs on them to determine which are most effective.

The new technology grew out of a collaboration between Karp's lab and that of Rohit Karnik, an associate professor of mechanical engineering at MIT. Lead authors of the paper are Weian Zhao, a former postdoc in Karp's lab and now an assistant professor at the University of California at Irvine; Cheryl Cui, a graduate student in the Harvard-MIT Division of Health Sciences and Technology; and Suman Bose, a graduate student in Karnik's lab.

DNA 'tentacles'

The number of CTCs found in a milliliter of a particular patient's blood can range from just a few to several thousand. To isolate those rare cells, researchers have tried building microfluidic channels dotted with antibodies specific to a protein found on the target cells. However, because the antibodies only extend tens of nanometers from the bottom of the channel, the capture of cells by the antibodies is slow.

To extend the reach of the capture molecules, Karp and Karnik's team mimicked the tentacles of jellyfish, creating long strands of repeating DNA sequences. Those sequences, known as aptamers, target a protein found in large numbers on leukemia cells.

The DNA strands are attached to a microchannel with a herringbone pattern on its floor. Those patterned ridges cause the blood to swirl as it flows through the channel, improving the chances that individual cells will come into contact with the tentacles, which extend hundreds of microns into the channel. This allows the researchers to increase the rate of blood flow.

"Normally what happens at high flow rates is the cells don't really come close to the surface, and it's very challenging to capture the target cells," Karnik says. "But this combination of these herringbone grooves to mix the solution and bring the cells into contact with surfaces, plus having aptamers that are sticking out into the solution, enables very high capture rates at very high flow rates."

Flow rates in the new device are 10 times higher than those reported for previous devices, and the system can capture 60 to 80 percent of the target cells. In the current model, which measures 1 square centimeter, the flow rate is 1 milliliter per hour. By making the device larger, the researchers say they could boost the flow rate to 100 milliliters of blood per hour -- fast enough to rapidly process the 10- to 20-milliliter samples that would be needed to get an accurate CTC count from an individual patient.

Because the "tentacles" are made of DNA, they can easily be cleaved with enzymes, freeing the captured cells for further analysis.

Peter Kuhn, an associate professor of cell biology at the Scripps Research Institute, says this technology is an interesting alternative to existing approaches to capture rare cells, adding that further testing is needed to validate the technology's usefulness.

"This field needs many different avenues for rare-cell identification to be explored," Kuhn says. "These technologies can provide the key enablers for studying disease in humans."

Minimally invasive

Devices that capture CTCs could offer a better alternative to sampling bone marrow in determining whether cancer treatment is working in a leukemia patient.

"If one could improve the sensitivity of detection in blood, then this approach may enable a transition from isolating marrow to isolating blood, which is much less invasive and you can do it more often. It could change the paradigm for how residual disease is detected," Karp says.

"The beauty of this technology is its versatility," Zhao says. "You can easily modify the length and density of the DNA chains; you can include different sequences in the DNA to capture different types of cells."

This feature makes it a platform technology that can be broadly applied in the clinic and research laboratories. For instance, another possible application is capturing fetal cells, which are very rare in a pregnant woman's bloodstream. Analyzing these cells could help doctors perform prenatal diagnostic tests for a range of diseases using an approach that is far less invasive than amniocentesis.

The researchers are now working on adapting the DNA strands to target other molecules, such as receptors found on the surfaces of cells dislodged from solid tumors.

The research was funded by the National Institutes of Health.

BRUSSELS, Belgium ? Greece?s international lenders have prepared a ?positive? report on the country?s reform efforts ? a crucial step in its efforts to secure the next installment of its bailout loan, the head the of group of finance ministers from the 17 euro countries said Monday.

Jean-Claude Juncker, head of the eurogroup and also prime minister of Luxembourg, said one important issue remains unresolved: how much time Greece will be given to reduce its debts to a manageable level.

Juncker said eurozone finance ministers meeting Monday evening in Brussels would discuss whether Greece should be given extra time to cut its debt to a sustainable level of 120 per cent of its gross domestic product beyond the original deadline of 2020.

Still, Juncker said, the report ? prepared by the so-called troika of international lenders, composed of the IMF, the European Central Bank, and the European Commission, which is the European Union?s executive branch ? will show that Greece has made impressive efforts to implement the needed reforms.

?The basis is positive because the Greeks have really delivered,? he said.

The issue of Greece?s debt is a divisive and important one. If Greece?s debts can?t be reduced to a level where it no longer relies on further international bailouts, then the C240 billion ($305 billion) in bailout loans already agreed for Greece will have been wasted. Current projections suggest Greece is way off from reaching its 2020 debt-to-GDP deadline.

Greece has been asking for more time to implement reforms and budget cuts ? hoping that a slower pace will release the stranglehold such cuts have on the economy. Without growth, Greece can?t ever hope to collect enough in taxes to put a dent in its debts. But easing up on the timeline will cost more money, and politicians are nervous they won?t be able to sell that to voters. Some countries are also irritated that Greece has consistently missed the deadlines set for it.

Many economists have argued that the country doesn?t just need more time but an outright reduction in its debt, with its Eurozone creditors agreeing to take losses on some of their loans.

In a sign of how contentious the issues surrounding Greece are, German officials said they don?t even consider the troika?s findings final.

?As far as I know, this final, ultimate troika report is not there yet; only individual parts which will then flow into this final report,? said Finance Ministry spokeswoman Marianne Kothe. ?I think it is rather unrealistic for there to be a final decision today.?

Jutta Urpilainen, Finland?s finance minister, also said the report was incomplete as she headed into Monday?s meeting and said she thought the eurogroup would probably have to meet again this week to discuss Greece.

Greece, which hopes for a new C31.5 billion ($40 billion) bailout loan, faces a bond repayment Friday that it cannot afford. Labouring under a mountain of debt and facing a gaping budget deficit, Greece has been relying on international bailout loans from the troika.

The country is mired in a deep recession heading into its sixth year, with more than a quarter of Greeks unemployed.

However, no decision on giving Greece the C31.5 billion loan will be made Monday because some eurozone parliaments must approve the deal.

Also Greek lawmakers approved the country?s 2013 austerity budget early Monday, another essential step toward unblocking the new payment.

A spokesman said the European Commission welcomed the adoption of the budget.

?We?ll still need to analyze in detail the final version of the bill. ? Nonetheless, it very clearly meets another key condition for moving closer to a disbursement of the next tranche of financial assistance for Greece,? Simon O?Connor, the spokesman, said.

Homeowners return to storm devastation on N.J. island

(Reuters) - Homeowners return to an 18-mile (30-km) barrier island off New Jersey's Atlantic coast on Saturday, giving some of them their first view of the devastation wrought by Superstorm Sandy.

Long Beach Island, an enclave of mostly affluent vacation homes, took a direct hit from Sandy, with some homes washed full of sand and seawater and others completely destroyed.

The island, with some 10,000 year-round residents and perhaps 10 times that number in the summer, has been closed to residents except for brief visits to retrieve belongings.

Sandy smashed into the U.S. East Coast on October 29, killing at least 120 people and causing an estimated $50 billion in damage or economic losses. It destroyed homes along the New Jersey Shore and around New York City, cut off electricity for millions of people and knocked out much of the public transportation system.

Days later, protesters were demonstrating in the streets because they were still without power, gasoline rationing was in effect, and commuters struggled all week to get in and out of New York City.

Authorities warned that for coastal communities where thousands of homes were washed away, flooded, or burned to the ground, full recovery would take a long time.

"This is not going to be a short journey," New York Governor Andrew Cuomo said at a news conference on Friday.

And New Jersey Governor Chris Christie, who toured the Jersey Shore on Friday, said that many popular vacation spots will not be fully rebuilt by next summer. "This is our Katrina," he declared, referring to the hurricane that washed out New Orleans in 2005.

As homeowners were to return to Long Beach Island on Saturday, an emergency website operated by towns on the island warned that some areas were still without sewer, water and electric service and the entire island is without gas. (http://lbieoc.org)

One community, Holgate, on the island's southern tip, would remain closed because it was still too dangerous to enter.

SECOND DAY OF RATIONING

New Yorkers faced their second day of gasoline rationing on Saturday. Under the system, which was introduced in New Jersey last week, cars with odd- and even-numbered license plates can fill up only on alternate days.

Some 28 percent of gas stations in the New York metropolitan area did not have fuel available for sale on Friday, the same level as on Thursday, the U.S. Energy Information Administration said.

On Friday, protesters took to the streets in Oceanside, a community on Long Island, to protest that they were still without power. "Where is LIPA? Where is LIPA?" they chanted. LIPA is the Long Island Power Authority, a state-owned utility.

Some 434,000 homes and businesses in the Northeast lacked power as of Friday afternoon, down from 696,000 the previous day, the Energy Department said.

Mayor Michael Bloomberg said New York City would work with federal authorities to provide electricians, plumbers and carpenters to help fix the worst-hit homes. He said he hoped to get people back into their homes by the end of the year.

Schenck hires new boys basketball coach after resignation over ...

EAST MILLINOCKET, Maine ? Schenck High School has moved quickly to fill its boys varsity basketball coaching vacancy, naming Ron Weatherbee to the post this week.

Weatherbee, who in March stepped down after eight years as the girls varsity basketball coach at Lee Academy, replaces Steve LeVasseur, who opted last month not to return to the Schenck bench this winter after coaching the Wolverines? boys squad for 18 years.

Weatherbee, a Lincoln resident and director of that town?s recreation department, hadn?t planned on returning to the sidelines this winter until after learning of the Schenck vacancy.

?I got done at Lee last March, I just thought it was time, and then I never thought any more about coaching again until a week ago,? Weatherbee said. ?I talked with a couple of people in East Millinocket and heard there was a good group of kids there, both as gentlemen and athletes, and it seemed like it would be a good challenge for me.?

Weatherbee has coached basketball at various levels for more than 30 years, beginning his varsity coaching career in 1990 with four years coaching the girls squad at Lee Academy before a 10-year stint guiding the boys squad at Mattanawcook Academy of Lincoln.

He subsequently coached girls varsity basketball for one year at Old Town and for eight more seasons at Lee, where he led the Pandas to four Eastern Maine championships and three state titles, the Class D crown in 2005 and 2007 and the Class C championship in 2008.

Weatherbee also had a successful run as Lee?s softball coach, leading that program to Eastern Maine championships in 2003, 2005, 2006 and 2007 and the Class D state title in 2006.

Weatherbee, who interviewed for the Schenck job last Friday and was approved by the local school board Tuesday evening, was one of ?multiple? candidates to fill the vacancy, according to Schenck athletic administrator John Montgomery.

?Ron brings a lot of experience to the job, which I?m very happy about,? said Montgomery.

LeVasseur?s decision not to return to coaching at his alma mater was related to a policy change that this year established a two-tiered pay structure for coaching stipends in which coaches who teach within the Schenck school system are paid at a higher rate than coaches like LeVasseur who come from outside the school system.

Under that structure, LeVasseur?s coaching stipend would have been reduced from $5,019 for the 2011-12 season to $3,510 for the 2012-13 season ? the latter amount just $183 more than LeVasseur said he was paid for his first season as a varsity basketball coach at Stearns of Millinocket in 1984.

LeVasseur has compiled a 333-152 record in 24 years as a head coach, including a 72-15 record and three state titles during four years as the girls varsity basketball coach at Schenck during the late 1980s and a 242-118 record with two state championships during his time with the Schenck boys.

The Schenck boys squad finished 7-12 last winter after advancing to the Eastern Maine Class D preliminary round.

Court: FMLA may cover not-yet-eligible employees ? Business ...

A federal court has rejected Hersha Hospitality Management?s request to toss out an FMLA interference lawsuit filed by an employee who had only worked for the Harrisburg company for 10 months when she was fired.

Employees qualify for FMLA leave if they have worked for their employer for a total of 12 months and have worked at least 1,250 hours in the previous 12 months.

According to the woman?s lawsuit, she told her supervisor she was pregnant and would need FMLA leave in six months, after she became eligible for it. Two weeks later, the employee alleges, her supervisor advised her to find other work or take a lesser position in the company. Six days later, Hersha fired her, citing poor performance.

That?s when she sued for FMLA interference and violations of the Pregnancy Discrimination Act.

Hersha moved to have the FMLA charges dismissed because the employee wasn?t eligible for FMLA leave when she was terminated.

The court disagreed, noting that ?pre-eligible employees are entitled to covered rights and attempts to exercise such rights? under the FMLA.

LONDON ? A debt-stricken district of London is to sell a sculpture gifted to the local area by celebrated artist Henry Moore, prompting fierce criticism and raising questions over the future of other publicly owned artworks amid austerity cuts.

The mayor of Tower Hamlets ? one of the poorest areas of Britain ? decided late Wednesday to sell the 8-foot Henry Moore bronze statue "Draped Seated Woman" as the borough council tries to cut a deficit of $144 million.

It is thought the sale of the sculpture could raise up to $32 million for the council. Independent mayor Lutfur Rahman over-ruled the concerns of a committee of politicians to order the artwork be auctioned to the highest bidder.


Ian Leith, founder and deputy chairman of the Public Monuments and Sculpture Association,?told the U.K.?s Guardian that the high-profile decision means other towns and cities might now be tempted to see artworks simply as financial assets.

"We fear that this is the beginning of local authorities wanting to realize the assets they have in their public sculptures," he told the newspaper. "But the danger is that we won't find out about these sales: There is no national audit of public art in England and no at-risk list.?

In the United States, at least four cities have declared bankruptcy as they struggle to make budget cuts.

Among those criticizing the London decision was Danny Boyle, the "Slumdog Millionaire" film director and choreographer of the London 2012 Olympic opening ceremony, who is also a resident in the east London borough.

Boyle told the Daily Telegraph: "The Moore sculpture defies all prejudice in people's minds about one of London's poorest boroughs. That alone makes it priceless to every resident."

Moore, who died in 1986, sold his sculpture to the council in 1962 at a knock-down price on the understanding it would be displayed in the local area, which was notorious for its social deprivation and which had also been heavily bombed during the Second World War.?It sat in a public housing project in Stepney Green until 1997 when the project was demolished and it was loaned to a sculpture park in Yorkshire.

'Not insurable'
Heather Bonfield, the council?s interim head of culture, told a meeting on Wednesday night that displaying the sculpture in public parks in the area was no longer feasible because of the risk of vandalism and metal theft, making it "not insurable", according to a report in The Wharf?local newspaper.

Tower Hamlets councilor Shahed Ali told ITV News the cash raised would be used for "services for local people, services that will make as big difference to our local residents."

"We have youth population that is the largest in Europe and the money will help address those needs," he said.

Sharon Ament, director of the?Museum?of London?Docklands which is in the borough, proposed a plan to host the statue ? but her offer was rejected.

"We are hugely disappointed," she told ITV News. "Just because we?re going through really tough times financially, it doesn?t mean to say that the cultural, artistic and spiritual needs of the population shouldn?t be met."

Local member of parliament, Rushanara Ali, told the East London Advertiser: "The sculpture belongs to the people of the East End and should remain in public ownership and be available for everyone to enjoy as Henry Moore intended it.

"This is a betrayal of the East End?s working class heritage. The sale will only make a small contribution to the council?s budget."

In Sunday?s Observer newspaper, commentator and local resident Rowan Moore wrote: "'Draped Seated Woman' fulfills an ideal that nothing was too good for ordinary people, an ideal that modern local politicians are in danger of losing. To sell the sculpture as if it were a piece of real estate would ? betray Moore?s generosity. It would raise the question why anyone should ever want to offer anything to a local authority again."

Local journalist and blogger Ted Jeory told NBC News the decision to sell the statue in order to keep funding for current local projects was?a "vote-buying program" by Mayor Rahman, who is up for re-election in 18 months.?"This is not about government cuts, it?s about his love of power," he said.
